The Kei Islands are divided into ratschap (customary territory) where each ratschap is led by a rat or king. Each ratschap belongs to one of the three major alliances of Ur Siu (Rumpun Sembilan), Loor Lim (Rumpun Lima) and Loor Labai (Intermediate Group).
Each ratschap consists of one or several villages (ohoi) that have a close relationship in territorial or geneological terms.
The following outlines the positions in the Kei tradition as follows:
1. Rat or Raja is head of government in a ratschap.
2. Kapitan (Akbitan) and Major are positions for warlords.
3. Orang Kay (Village Head) is the head of government at the ohoi level that oversees several hamlets.
4. Tuan Tan / Toran Nuhu is a landowner with the task of observing the boundaries of the land.
5. Dir’u, Ham Wang or Wawat is a very skilled leader, who speaks and is considered fair in sharing.
6. The Council of Seniri is a representative council consisting of heads of faam (clan).
7. Mitu Duan (Idolaters) served as leaders of traditional ceremonies, leading prayers and offerings (offerings).
8. Marinyo is a position for the village messengers, who are tasked to announce a superior order to the public.
9. Head Soa (Head of Dusun) is a position, that is almost the same as the position of the kay, but will be limited in the hamlet.
10. Head of Faam is the head of a clan so that his duties are many interns of clan.

In Kei Archipelago there are 2 Unity Customary Law Societies based genealogical factors and territorial factors.

1) Customary Law Society unity Lor Lim (Lim Itel) and
2) Customary Law Society Unity Ur Siw (Siw Ifaak).

I  Customary Law Society Unity Lor Lim (Lim Itel).
Head of Community Unity customary law is king.

There are 7 Ratschap:
Ratschap Tual,
Ratschap Yarbadang,
Ratschap Lo Ohoitel,
Ratschap Tubab Yam Lim,
Ratschap Songli,
Ratschap Kirkes
Ratschap Fan.

Each Ratschap consists of several Villages, Hamlets and/or suku. These are:

1) Ratschap Tual, consisting of 4 Villages:

Ohoililir

and 3 (Three) Hamlets:

Mangon,
Ut Island,
Fair.

2) Ratschap Yarbadang, consisting of 9 Villages:

Tetoat,
Letvuan,
Wab,
Waurvut,
Evu,
Dian Island,
Tayando Yamru,
Tayando Yamtel,
Tayando Ohoiel

and 6 (six) Hamlets:

Dian Land,
Ngursit,
Madwat,
Ohoibadar,
Wab Watngil,
Arso.

3) Ratschap Lo Ohoitel, consisting of 5 Villages:

Larat,
Ohoiway,
Nerong,
Ohoilim ler,
Ohoirenan

and 6 (six) Hamlets:

Mataholat,
Wetuwar,
Harangur,
Udar,
Daftel,
Karkarit.

4) Lim Yam Ratschap Tubab, consisting of 11 Villages:

Tamangil Nuhuten,
Tamangil Nuhuyanat,
River,
Ngafan,
Fer,
Langgiar Fer,
Waduar Fer,
Kilwat,
Sather,
Tutrean,
Weduar,

and 9 (nine) Hamlets:

Hako,
Ngurko,
Soindat,
Wafol,
Rerean,
Ohoilean,
Watkidat,
UAT,
Ngan.

5) Ratschap Songli, consisting of 3 Villages:

Rat,
Revav,
Rumaat.

6) Ratschap Kirkes, consisting of 3 Villages:

Ibrahim,
Ngabub,
Sathean.

7) Ratschap Fan, consisting of 4 Villages:

Fan,
Langgur,
Kolser,
Kelanit

and 2 (two) Hamlets:

Loon,
Ohoililir.

II  Customary Law Society unity Ur Siw (Siw Ifaak).
The head of the Ratschap is called Radja (King).
There are 9 Ratschap:

Ratschap Dullah,
Ratschap Sir Sofmas,
Ratschap Nerohoinean,
Ratschap Me Umfit,
Ratschap Maur Ohoi Wut,
Ratschap Somlain (Mantilur Somlain)

Each Ratschap has a traditional territory and Customary Law Society which consists of several Villages and Hamlets:

Dudunwahan.

4) Ratschap Sir Sofmas, consisting of 2 Villages:

5) Ratschap Nerohoinean, consisting of 3 Villages:

Customary Law Society unity Lor Lim (Lim Itel), Unity Ratschap Customary Law Society Ohoitel Lo, which is part of customary law community unit Lor Lim (Lim Itel) and the Unity Community Abdullah Ratschap Customary Law which is part of customary law community unit Ur Siw ( Siw Ifaak) are headed by a Chief of Customary Law Community Unity called King (Rat).
Unity monarch as head of Customary Law Society Lor Lim (Lim Itel), Unity Ratschap Customary Law Society Ohoitel Lo, and Customary Law Community Unity Abdullah Ratschap entitled / authorized to represent the unity of Community law and customary in and out of the court.
